Devin vs Windsurf (2026): what changed after the merge
Windsurf is now Devin Desktop. How Devin Cloud and the editor formerly called Windsurf differ, which one to pick, what changed for Windsurf users, and a third option.
Short answer: Windsurf is now part of Devin. Cognition, the company behind Devin, acquired Windsurf in 2025, renamed the editor Devin Desktop on June 2, 2026, and replaced its Cascade agent with Devin Local on July 1, 2026. So when people compare Devin and Windsurf today, they are really comparing two products from the same company: Devin Cloud, the autonomous agent, and Devin Desktop, the editor that used to be Windsurf.
They solve different problems. Here is how they differ, which one fits which kind of work, and where a third option fits if neither does.
What changed, in order
- 2025: Cognition acquires Windsurf.
- June 2, 2026: the Windsurf editor is renamed Devin Desktop.
- July 1, 2026: Cascade, Windsurf's in-editor agent, is replaced by Devin Local.
- Today: Devin Desktop and Devin Cloud share the same Devin plans.
Devin vs Windsurf, side by side
Where it runs:
- Devin Cloud runs in sandboxed cloud sessions. You hand it a task and it works on its own.
- Devin Desktop (formerly Windsurf) runs on your machine. Devin Local works inside the editor against your local files and terminal.
How you work with it:
- Devin Cloud plans and executes inside the session. You steer it in chat and review the pull request.
- Devin Desktop suggests and edits while you drive. You accept diffs inline, at your own pace.
Working in parallel:
- Devin Cloud: up to 10 concurrent sessions on Pro and Max, unlimited on Teams.
- Devin Desktop: one editor, one developer. Parallel work means more windows, or handing tasks to Devin Cloud.
Pricing:
- Both come with the same Devin plans: $0, $20 and $200 a month, or $80 plus $40 per seat on Teams, with daily and weekly usage quotas and extra usage at API pricing.
Models:
- Frontier models from the major labs plus Cognition's own models, metered against your plan's quota.
Where it connects:
- Devin Cloud works from Slack, Teams, Linear, Jira and the Devin web app, with GitHub, GitLab and Bitbucket.
- Devin Desktop is a code editor: everything outside the repo happens somewhere else.
Which one should you pick?
- Pick Devin Desktop (Windsurf) if you want to write the code yourself, with strong autocomplete, refactors and an agent beside you in the editor.
- Pick Devin Cloud if you want to hand off well-defined tickets and review the pull requests that come back.
- Many teams use both: the editor for hands-on work, cloud sessions for the backlog. That is exactly how Cognition now packages them.
If you used Windsurf before the rename
- Your editor is the same product line with a new name: Devin Desktop.
- Cascade is gone. Devin Local is its replacement inside the editor.
- Billing moved to Devin plans with usage quotas, so check which plan matches how much you used Cascade.
A third option: a team instead of one agent
Both Devin products are built around one developer and one agent at a time. If what you actually want is a team that carries work from idea to shipped, there is a different model.
JackHamr gives you a team of AI agents, a spec writer, developers, QA and reviewers, each on its own persistent cloud computer. They plan, build, test, review each other's work and publish to a live URL, and they stop at approval gates for the calls that need you. You can bring your own model keys or your Claude Code or Codex subscription, and you pay only while agents run.
It is not a better editor than Devin Desktop, and if you love working in an IDE, keep it. It is for the work you would rather hand to a team than type yourself.

FAQ

Is Devin the same as Windsurf now? They are separate products from the same company. Devin Cloud is the autonomous agent; Devin Desktop is the editor that used to be Windsurf.
Do Devin and Windsurf cost extra separately? No. Devin Desktop comes with the same Devin plans as Devin Cloud, with shared usage quotas.
Can I bring my own API key to Devin? Devin meters frontier and Cognition models against your plan's quota. If bringing your own keys matters to you, JackHamr lets you use your own model keys or your Claude Code or Codex subscription.
